Available guides on implementing point-of-use (POU)/point-of-entry (POE) treatmentsystems require expert interpretation, whichis often scarce. On the other hand, marketingtechniques are designed to target consumersdirectly -- rather than municipal decision-makers --and, regardless of their knowledge,may lead to the possible implementation ofinappropriate or unnecessary systems. Thisarticle provides a framework that can helputility managers select and implement small-scaletreatment systems. In addition to themore traditional economic and technicalconsiderations, it also takes into accountissues associated with sustainability.Selecting a POU or POE drinking watertreatment system should be based on systemsustainability as it relates to technical, economic,environmental, and socioculturalperformance. Indicators capturing the variousaspects of a sustainable POU/POE treatmentsystem were developed and their relevancewas verified by surveying expertswith an interest in these devices.The framework presented in this article isbeing developed into an interactive, updatabledecision support system to help select suitable,certified, and sustainable systems, ultimatelyextending the usefulness of this work to verysmall systems and to consumers.Includes 48 references, tables, figures.
