Groundwater Guardian had its beginnings in 1992, when the W.K. Kellogg Foundation provided three years of funds to The Groundwater Foundation in order to create a network between community-based groundwater protection projects across America. The Groundwater Foundation began its work initially to inform communities about the need for land-use planning for groundwater protection. Emphasizing land-use seemed logical because pollution prevention is the only effective, cost-efficient management strategy for groundwater, and pollution prevention activity is best implemented on the local level.
