Over the past several years, the US Environmental Protection Agency and the states have sponsored a number of research efforts to promote development of initiatives to address concerns over the viability of small water systems. This paper will review the generic elements of a state viability initiative in the context of the following questions: What is the definition of viability? Why viability offers an important new way to look at the chronic small system problem? and What viability suggests to us about the choices for strategic intervention - how we can help to find truly lasting small system solutions.
