To improve and safeguard water quality, the Manchester Water Works installed flexible membrane floating covers made of EPDM synthetic rubber at three of the City's open finished water reservoirs in 1970. Although water quality improvement goals were achieved by covering the reservoirs, the utility soon learned that operation and maintenance tasks associated with these first generation floating covers were extremely labor intensive and costly.
