Two strategies may be followed to enrich the capability of network models to simulate a wide range of rule based decisions: incorporate this decision making capability directly into the model; or build a linkage between a model and an external rule based decision making system. There are advantages and disadvantages to each of these methodologies in terms of ease of implementation, model speed, and transferability. Primarily due to ease of implementation and projected running time for the modeling system, the former methodology was selected for the present study. The rule based system is being implemented in a special research version of the EPANET model. Starting with a geometric description of the pipe network, a set of initial conditions, estimates of water usage, and a set of rules for how the system is operated, EPANET predicts all flows, pressures, and water quality levels throughout the network during an extended period of operation.
