Purchasing a new computer system is a stressful undertaking. The Henry County Public Service Authority (HCPSA) used a systematic approach to system acquisition. All current hardware and software in operation was evaluated. The second phase included a needs assessment. To support a new system, the HCPSA management approach required modification to accommodate different work flows. An implementation schedule for new policies and installation schedule for the new hardware and software was developed. The services of a consulting firm were obtained to aid in producing "Requests For Proposals" that specified the dynamics of the current system, growth factors, specifications for new software, and preferences for conversion. After evaluating the RFPs, the cut was made to the top 10% of possible solutions. The final selections were taken apart and run through a fit analysis to determine the final 3 vendors. Detailed analysis and site visits at client installations determined the final vendor choice. The last phase of installation and testing will be accomplished during the fall of 1993. Target date for complete changeover is January 1, 1994; start to finish in twelve months.
