This article gives an overview of the process and events that have shaped the current debate over the regulation of disinfectants and disinfection by-products (D-DBPs) in the United States. Particular emphasis is placed on the technical uncertainties that complicate the establishment of health-protective maximum contaminant levels for several disinfectants and their by-products. In addition to a discussion of recent developments in the DBP arena, a retrospective of D-DBP rule-making history is provided. Includes 58 references, tables.
