Private Management of Water Utilities - Economic Regulation of the UK Water Service Companies: Financing the Companies; Protecting the Customers

In 1989 legislation lifted dividend control and opened up former statutory water companies to convert themselves into conventional public liability companies. At the same time the legislation created a regulatory framework supplemented by the appointment licenses of the companies. The framework shows the relationship between the quality regulators on the one hand and the economic regulator of the other hand. In practice the regulatory framework is an integrated one and it is increasingly apparent that environmental and water quality standards cannot sensibly be set in isolation from the consequences for customers bills. In a fully privatized monopoly, the dangers are all too apparent.
