San Antonio has been at the center of change as well as tradition since its founding. Most recently, this tug of completely opposite standards has held the city virtually at a standstill in the area of water policy. Since the early 1980's San Antonio has been cooperating with regional entities and special interests to devise the best method for managing the Edwards Aquifer, a sole source aquifer for over 1.3 million people. Unfortunately, the city's leadership in this area was questioned by others because of the loosely knit coalition of water resource personnel, business leaders, and the policy makers all involved in one time or another in the water controversy. Internally, the forces of change in preparing the employees to meet the future challenges of federal and state mandates are being met with a program allowing for the personnel and business management policies to be put in place while at the same time establishing a unified work program for all aspects of water resource management.
