In the mid-1980s, the Los Angeles Department of Water and Power (LADWP) initiated the "Open Reservoir Water Quality Improvement Program" ("Improvement Program"), aimed at addressing water quality concerns associated with the open (uncovered) reservoirs. Since many of the reservoirs are located in residential communities which would be impacted by proposed improvements, a number of public participation strategies were attempted before a successful community involvement process was finally implemented. Formally known as "The Reservoir and Water Quality Consensus Process," the process was initiated by LADWP in early 1991 and mediated dialogue is continuing today. This paper focuses on LADWP's experiences in the Consensus Process and the benefits and lessons learned through participating in the process.
