In 1985, the city of Houston embarked on an ambitious program to determine the most promising alternative sources of water to meet an estimated regional water demand of over 1,400 million gallons per day (mgd) by the year 2030. The project required the projection of future population and water demands, the identification of the area to be served in the future within eight counties; the evaluation of ground and surface water sources; and consideration of water rights, conveyance of the finished water, environmental, financial and legal constraints as well as the potential for water reuse and groundwater recharge.
