The Composite Correction Program (CCP) is a systematic, action- oriented approach that can be used by federal or state regulators, consultants, or utility personnel to improve performance of existing water treatment plants to the extent that compliance with the Surface Water Treatment Rule can be achieved without major facility modifications. Since many communities are now contemplating the need for modifications to achieve compliance with the SWTR, the CCP approach with its emphasis on improved performance through implementation of changes in operation, administration, and maintenance instead of costly construction improvements presents an economical alternative. This paper presents a CCP overview, documents results, discusses overall program concepts and presents implementation techniques.
