Across the county a great deal of planning and engineering effort has been expended toward a diverse array of new water resources projects. Despite this effort, a large number of planned and proposed projects are not "happening." For various reasons, development work on them has either stopped or been indefinitely delayed. This paper presents the author's view of why this situation is occurring and presents suggestions for: maximizing the changes for success; and using planning and engineering resources efficiently to minimize the potential for "lost" costs on projects that do not move forward.
