Establishing organizational, departmental and personal goals including a reward system for achieving these goals creates an environment in which both the employee and the organization can be successful. Many theories have been introduced advocating variations of this technique, each with unique strengths and weaknesses. Applying these principals to the public sector opens even more avenues. This paper presents a general overview of these guiding principals followed by a case study of an application in one public organization.
