In 1970, Dallas undertook a rate study that resulted in recommendations for increased rates to wholesale customers. In 1973, one of the wholesale customers filed suit to protest the increase and to compel Dallas to continue to service. This was the beginning of a 17- year legal battle. The author details the issues, litigation, and settlement. Several suggestions for avoiding litigation by involving customers in the rate setting process are given. Product Details
