Many Supervisory Control and Data Acquisition (SCADA) System projects are sold to a water utility's management based on projected future cost savings. These savings typically include tangible and intangible benefits. The intangible benefits often include better service to customers, and a better ability to monitor and control the water system during emergencies such as fires or earthquakes. The tangible cost savings usually relate to energy, labor and chemical costs. Typically once the SCADA system is installed and operational there is not a reevaluation to determine if the predicted tangible savings and intangible benefits actually materialized. This paper examines the results of one water utility's reevaluation of a multimillion dollar SCADA project after the system was operational for one year.
