The purpose of this paper is to examine the techniques used by the Howard County Bureau of Utilities in the design, selection, and implementation of its SCADA system. This paper looks at the approaches used in four specific areas: system design; vendor prequalification; system implementation; continuous improvement after system acceptance. The progression from a conventional telemetry control system to a complex state of the art computer based SCADA system requires that early fundamental decisions be made. This paper attempts to share the thought processes involved from a user's viewpoint in the making of those decisions.
