The New York City Watershed Management program is one of the oldest, largest and most complex in the Nation. Changes in the laws and environmental conditions require revisions. The City's experience in the oldest watershed indicates that broad measures and enhances monitoring/enforcement are necessary. The cost of treatment for a complex multi-watershed supply system is very high. However, protection/preservation is required independent of the cost of treatment. The key to the success of the program is to balance health and ecological benefits against economic impacts. This paper provides a description of the system(s), key issues, proposed regulation, and the revision and implementation process.
