Zebra mussels had significantly reduced the overall open flow areas at Detroit's Southwest Water Treatment Plant intake bar racks although the zebra mussels alone did not significantly reduce the actual flow of water. However, the probability of partial or complete blockage of the intake in the winter due to frazil ice formation had increased. Therefore, removal of the mussels was deemed to be the most prudent course of action to reduce the possibility of having intake blockage in the winter months.
