Full Description

The California Department of Water Resources (DWR) operates and maintains the California State Water Project (SWP). The SWP is the most comprehensive water storage and distribution system ever undertaken. After more than 20 years of service, SWP control systems are in need of immediate replacement. This paper provides an overview of the planning and implementation of the control and communication systems replacement for the entire SWP. New control system features include a multi-agency control center, off-site backup control center, four area control systems, eight power plant control systems, and a 400 mile fiber optic communication system. Following an overview of state water project control systems and general system design concepts, the author discusses the overall methodology used in the design of the new system. The functional requirements involve both water and electrical operations. The architecture of the replacement control systems is described in detail, involving distributed master station and distributed system architecture. The schedule for project replacement is also given.
