Full Description

In May of 1989, the Delaware River Basin Commission amended its water conservation performance standards for plumbing fixtures and fittings to require low-consumption toilets in new construction and renovation. This action followed considerable research on the economic and social benefits of such a requirement. This paper describes that research.
