This is one of four papers based on the AWWA manual on alternative water rates. Uniform volume rates are the focus of this paper. Uniform volume rates are based on a single rate per unit of consumption to apply to all metered units of consumption. This is not the same as a flat rate, in which a fixed charge per month is assessed for unlimited use. Uniform rates have been adopted as an alternative to declining block pricing. Historical perspective and the experiences of US utilities in implementing uniform rates are offered. Advantages and disadvantages of uniform rates are discussed in terms of financial sufficiency and revenue stability, relationship to the cost of service, ease of implementation, relative small impact on customers, equity, conservation, simplicity, competitiveness, and legality. An example of a uniform water rate structure is offered. Manual M34, Alternative Rates, is AWWA publication order number 30034.
