The DuPage Water Commission is in the procurement phase of a Supervisory Control and Data Acquisition system and its associated instrumentation for a major new potable water system. This paper briefly describes the water system, the SCADA system design, and the fast track management techniques used on the overall construction project. The innovative techniques employed to accomplish a $3 million plus SCADA project within 2 years are highlighted. Of special note is the use of point-to-multipoint data acquisition radio and point-to-point microwave radio. Characteristics of the SCADA system are listed. The key to the project's success was its planning, organization, staffing, and management. A number of features that allowed speedy implementation of the SCADA system are listed. An investment of 3-4 months at the start of the project, in detailed requirements definition and planning, saved a year in the overall schedule.
