This paper discusses efforts to improve flow patterns in the filtered water reservoirs of the South Central Connecticut Regional Water Authority's West River Water Treatment Plant. An operational evaluation of the plant was performed to identified the required detention time in the filtered water reservoirs to comply with the Surface Water Treatment Rule. To address the available detention time within the plant's filtered water reservoirs, a plant scale tracer evaluation was conducted. This study detected severe short circuiting in the reservoirs. Hydraulic model studies were conducted to evaluate several alternatives for increasing the detention time in the reservoirs. This paper describes the hydraulic model (a 7-ft diameter plastic tank), testing procedures, and results for the original tank design, and then modifications, including single baffle arrangement, three-baffle arrangement, and central inlet and peripheral withdrawal. The results of the modelling efforts were applied to the full-scale facility operation to determine the most cost effective modification. A single baffle, and a change in filtered water reservoir cleaning schedules, was chosen as the most cost-effective alternative.
