The Metropolitan Water District of Southern California responded to increasing regulation by forming action plans to deal with three of the regulations: total coliform rule, surface water treatment rule, and disinfection byproduct regulation. No details are given on the formation or content of the action plans. However, advantages are pointed out: for example, the MWD was able to anticipate problems with conversion from free chlorine to chloramine, and is able to identify overlapping or conflicting areas of the regulations. The MWD intends to form a number of additional action plans to deal with other regulations and problems unique to its service area, such as earthquake.
