In the City of Houston, Texas, the request for proposal (RFP) process has replaced the competitive bid process. Rather than developing a fully engineered bid specification and going through the bidding process, the city now begins with a RFP. The first part of this paper explains the RFP process, while the second half shows how the process works for specific projects in Houston. The RFP process can be applied with particular advantage to large projects that have a long time span between preliminary design and project completion.
