From the Denver Water Department's (DWD) view, universal metering is essential because: it is good utility practice to bill accounts on the same basis; DWD had agreed with the U.S. Environmental Protection Agency in 1979 to consider universal metering; and DWD's inside-city metered customers were claiming that the flat rate people wasted water shamelessly because there was no financial penalty. This paper explains the purpose, method, and results of the Denver Water Department's universal metering program.
