While demands for water in the lower Colorado River basin have greatly changed recently, two things have changed very little over the past 50 years. These are the total amount of Colorado River water apportioned or available to the lower basin states of Arizona, California, and Nevada, and the rules under which the river is operated. This paper presents background information, present status, and outlines a managerial plan for future water demand.
