The author examines the effectiveness of an inverted (increasingblock) rate structure as a means of enhancing an existing water conservation program in Tucson, Arizona. Use patterns of single-family residential customers during a nine-year period are analyzed, with a focus on inverted water rates. The results suggest that the use of these conservation-oriented rates in Tucson has significantly helped to reduce single-family water use during the past decade.
