Faced with a declining customer base, increasing operations costs, and increasing capital and financing requirements, the Philadelphia Water Department devised a five-year financial management plan to trim costs. One aspect of the plan included the control of energy expenses through the use of off-peak pumping and elevated storage. One year after the program was implemented, the department achieved a savings of $2 million-in spite of increases in electrical rates. Includes tables, figures.
