Environmental Protection Agency (EPA) guidance states that each state needs to develop a plan detailing the approach that will be used to conduct individual assessments. In this paper that process is referred to as the Source Water Assessment Program (SWAP) plan development. The EPA guidance outlines the process that states can use to conduct a public particitpation program to bring stakeholders into the SWAP plan development process. The public participation discussed in this paper pertains to the involvement that stakeholders had in assisting in the development of New York's plan for conducting source water assessments.
