The US Navy Surface Warfare Center in Dahlgren, Virginia (NSWCDD), selected Parsons Brinckerhoff Quade cost effective project administration by NSWCDD personnel; timely maintenance and upgrade construction; and, successful and long-term contractual relationship between NSWCDD and the contractor. The bid documents were structured for a one-year period of service, with two option years at the discretion of NSWCDD. This approach was used to allow for a re-advertisement in case the awarded contractor was not performing to expectations after one year of service. In the case that the contractor was performing adequately, the option year format was such that the term could be increased to three years to maximize the efficiency of administering the contract.
