In order to reinstate a water supply source and meet anticipated drinking waterregulations into the twenty-first century, Southeast Morris County MunicipalUtilities Authority (SMCMUA) of Morristown, New Jersey, performed pilot testingto investigate treatment strategies for surface water from the Clyde PottsReservoir in Mendham Township, New Jersey. Membrane filtration was selected asthe treatment strategy of choice. Because of the limited long-term, full-scaleoperating experience in the U.S. with this technology, a 0.5 million gallons perday demonstration plant was built to confirm the suitability of the technologyand evaluate the feasibility of a full-scale facility. The purpose of this paperis to discuss experience gained in operating the membrane treatment system duringthe one-year demonstration period extending from October 1, 1997 throughSeptember 30, 1998. Items discussed include: process performance to demonstratecompliance with requirements of the procurement specifications; operatingexperience obtained; and contractual issues associated with relationships betweenthe facility owner (SMCMUA), the engineer, and the contractors involved inequipment procurement and installation.
