A number of water agencies have implemented rebate type commercial/institutional(CII) ultra-low flush toilet (ULFT) replacement strategies. Generally suchprograms achieve rather modest replacement rates - often not much greater thanthe natural toilet replacement rate. This paper presents a case example of a muchmore aggressive strategy - a Direct-Install program undertaken by the City ofPetaluma, California, population 50,000, that achieved a 19% replacement rate inthe first program year.
