This paper describes the installation and operation of a plant effluent flow meter at the Contra Costa Water District's (CCWD) 75 mgd Bollman Water Treatment Plant. It provides accurate flow-pacing of the post-filtration chemicals. One of the benefits of the new DCS system was that it would enable all the plant chemicals to be flow-paced, but many of the chemicals, i.e. sodium hypochlorite, ammonia, caustic soda and hydrofluosilicic acid, are fed after the filters. The plant influent venturi is appropriate for flow-pacing chemicals, such as coagulants and pre-oxidant, that are fed at the front-end of the plant. The installation of a plant effluent flow meter was considered to be essential, particularly for accurate control of disinfection chemicals, such as sodium hypochlorite and ammonia.
