This study examined the relationship between water consumption and water prices for single-family homes in Texas. The fact that Texas water agencies charge multiple prices for water depending on how much is used during a billing period complicated the project. For municipal water agencies, increasing block rates, where water price increases with increasing increments of water use, are becoming more common because they enhance the price signal sent to customers to conserve water. This project uses both survey research and empirical evaluation of water use patterns.
