This paper describes the experiences of the District of Columbia Water Sewer and Authority (WASA) in reducing its wastewater flow to the Blue Plains Wastewater Treatment Plant by 20 mgd through water conservation and wastewater flow reduction in a timely manner. Several nationally known consultants were selected to prepare a water conservation and wastewater flow reduction program, which included the objectives of: enhancing water and wastewater services to customers; protecting the environment; and, be revenue neutral. WASA chose to comply with the US Environmental Protection Agency's water conservation plan guidelines to lead the nation and become a worldclass organization. WASA's step-by-step approach to using these guidelines is outlined.
