California's limited water resources, increasing population and competition forwater among agricultural, environmental, and urban water users will require significant advances in local water use management. Better water management planning can be achieved with appropriate technical and management tools. Agricultural and urban water users and suppliers will need to meet growing demand for water by improving water management planning and implementing appropriate conservation measures. The CALFED Bay-Delta Program addresses this through a set of actions and policies targeted to improve the state's water use efficiency. This paper presents the methods used by CALFED to estimate potential outcome of these actions. Includes 4 references, tables.
