The San Francisco Public Utilities Commission (a subset of which is commonly known as the San Francisco Water Department) is a regional water supplier in Northern California, serving 2.3 million customers in four counties. Much of the water supply comes from the Hetch Hetchy system in the Sierras, but some comes from local reservoirs in the Bay Area. Within the Bay Area, water storage, transmission, and treatment is handled by the Water Supply and Treatment Division of the San Francisco Public Utilities Commission. Only one-third of the water goes to the City and County of San Francisco; this is distributed by the City Distribution division. Most of the water delivered by the system goes to retail customers served by wholesale agencies in San Mateo, Santa Clara, and Alameda Counties. This paper is about the working relationship between the Water Supply and Treatment Division and its wholesale customers, which range in size from a population of 292,350 (with 72,167 service connections) to a population of 40 (with 17 service connections).
