The Bay Area Regional Water Recycling Program is developing a master plan for water recycling investments in the San Francisco Bay Region. This paper discusses several aspects of the economic component of the decision methodology, including perspectives of analysis, and uncertainty. The application of cost-benefit analysis from multiple perspectives of analysis is designed to inform policy decision makers about the economic costs and benefits of alternative recycling projects. The analyses presented in this paper are hypothetical regional investments that illustrate the importance of identifying perspectives of analysis and of understanding the uncertainty in economic and engineering data.
