This paper examines the use of particle count values as a supplemental tool for optimization and describes the experience of the Cleveland, Ohio, Division of Water (CWD), with using particle counts as an additional goal setting tool in an overall water treatment plant optimization program begun in 1996. In 1994, CWD had instituted a finished water (plant tap) turbidity goal of 0.1 NTU in 100% of all samples. In 1995, CWD joined the Partnership for Safe Water (the Partnership), a volunteer initiative for surface water supplies, which was aimed at the prevention of pathogen passage through unit process optimization (multiple barrier approach). The Partnership activities in Cleveland examined the operating habits of the staffs of the City's four water treatment plants. These activities identified the use of particle counters as a helpful tool in the optimization effort.
