The Safe Drinking Water Act's National Interim Primary Drinking Water Regulations have a definite financial impact on small water utilities, which account for 95 percent of U.S. water suppliers. This paper examines the cost structure and financial problems of these utilities and presents, for selected cases, estimates of the costs that may be incurred in meeting NIPDWR requirements.
