Rehabilitation of the 50-year-old Rio Cali treatment plant saved the city of Cali, Colombia, from impending water rationing. Using local labor and primarily indigenous materials, the utility substantially and economically increased plant capacity. The Rio Cali plant provides the city's most economical supply and serves as a prime example of how a utility can get the most for its expansion dollar. Simply because a plant has served a system for many years does not mean it cannot be revitalized to extend its useful life.
