The experience of Thornton and other Colorado communities with recent federal sponsorship of and involvement in water projects is that new federal requirements are burdensome and costly in terms of time, inconvenience, and hidden expenses. Communities would do well to weigh very carefully the costs and benefits of federal grant monies and the use of federal lands before committing to future projects.
