Full Description

This study discusses a comprehensive review of a billing process for recurring storm water andwater/wastewater fees and charges. Two major objectives of the study were identified:to ensure that appropriate costs associated with billing, collections, and customerservice are determined and allocated to Charlotte-Mecklenburg Utilities (Utilities), Charlotte-Mecklenburg Storm Water Services (Storm Water Services), and the City of Charlotte (City)General Fund in a reasonable and appropriate manner; and, toidentify alternative methods for billing and collecting for Utilities and Storm WaterServices activities and evaluate, at a high level, if any of the alternatives arefinancially feasible. To best address these objectives, Raftelis Financial Consulting (RFC) developed a project approach that included threeprimary tasks:Task 1 specifically addressed the first objective by identifying the fullcost of the existing billing, collections, and customer service functions and evaluatingthe reasonableness of cost allocations to Utilities and Storm Water Services;Task 2 addressed the second project objective by identifyingalternative methods for funding Utilities and Storm Water Services and, at a highlevel, comparing costs of the existing system to the most likely alternative; and,Task 3 complimented the first two tasks by involvingbenchmarking comparable billing systems from metropolitan areas across the countryin areas of cost and cost allocation, performance metrics, staffing levels, and systemfunctionality. Includes tables, figures.
