This paper describes the process by which a major West Coast utility is developing anelectronic Project Manager's manual, for the purpose of improving performance ofCapital Improvement Project (CIP) delivery. Goals specific to improving CIP management included:develop a consistent philosophy for performing project management, along withthe associated methods, processes, core competencies and organizationalstructure;define and communicate the roles and responsibilities of project team members;develop and implement a cost and scheduling system to enable effectivemonitoring and control of CIP projects and programs; and,develop a Project Management Guidebook to document the project deliveryprocess.The decision to develop a Project Manager's manual was one of a number of theoutcomes of the assessment. It promises better coordination of Project Managementefforts by clarifying processes and providing easy access to needed information. Includes figures.
