The objective of this paper was to present a case study of how the Metropolitan St. Louis Sewer District (District) is reaching out to community groups and the public in order to gain political acceptance of a wastewater rate change. The paper discusses the formation of a new independent Rate Commission, criteria incorporated into the District's revised Charter governing a proposed rate change, and the process adopted by the Rate Commission to review a recently proposed wastewater rate change.
